PSRFR Game Assessments 2005

Game Fees
· Senior Men Div 1 & Div 2 A sides: $100 (informal and preseason games charged at the "all other" rate)
· All other senior men's and women's games: $75
· College Men Div 1 A sides: $90
· All other college games: $75
· Pennsylvania games: $120, plus host club responsible for lodging (or compensating) referee for one night, if requested. Any additional games done by the same referee at the same venue will be charged as a normal PRU game.
· High school matches: $25
· Touch judges are each 1/2 the rate for the referee, if the TJ was not also a referee for another match at that event.
· Short "B" games covered by the referee assigned to the "A" game will sometimes not be charged.

Tournaments
· Two-day XV tournament: $70 per team entered
· One-day XV tournament: $55 per team entered
· One-day VII tournament: $30 per team entered
Note: Tournaments with low fees or requesting many high-level referees (or some from out of the local union) should contact the PSRFR Treasurer to negotiate rates on an ad hoc basis.


Fines / Credits
· Clubs will not be fined for game cancellations or problems not of their own making, such as unplayable fields, if they have conducted themselves responsibly.
· Visiting clubs will be held responsible and charged, rather than the home club, if they caused the problem.
· Clubs are required to contact their assigned officials at least 72 hours prior to kickoff (unless the assignment is made with less time than that). After that, the official(s) may be reassigned.
· If a club fails to make timely contact and their official is reassigned, they will still be billed for that assignment. If another official is then requested and assigned, the club will be billed for both assignments.
· If a club cancels a match with less than 48 hours notice, they will still be billed for the assignment.
· If a club cancels a match without advising the official(s) before they have left for the site, the club will be billed double.
· Should a referee become unavailable after contact and without replacement, PSRFR will credit the club for 1/2 of the fee (in addition to no charge for the assignment).
· Should a referee fail to show without notice for a match after contact, PSRFR will credit the club for a full fee (in addition to no charge for the assignment).

Freebies
· Senior referees will be made available at no charge at club practices/meetings to discuss rugby law and its application. Make requests to the President.
· Referees will be made available at no charge to officiate informal intra-squad scrimmages at club practices. Make requests to the Allocations Secretary.

Meeting Attendance
To encourage development of referees from the ranks of the clubs and to help keep the referees and players "on the same page", senior clubs are assessed a meeting-attendance bond. This bond can be recouped by sending club representatives to PSRFR meetings. For Senior Mens Div I (including RSL), Div II, and Women's Div I, the bond is $150 per season. Credit of $30 is given for each club representative attending, up to two per meeting. The PSRFR has 5 or 6 meetings each season. A club member who joins the PSRFR may continue to represent his/her club for two seasons (individuals who regularly both play/coach and referee will be evaluated on a case-by-case basis; contact the Treasurer).
