This policy sets forth the PSRFR’s guidelines for developmental exchanges, non-developmental exchanges, guest referees, and visiting referees. PSRFR Exchange Policy for Developmental Exchanges,

Guest Referees, and Visiting Referees
- A "developmental exchange" is an agreement with another referee society whereby referees from each society will be hosted and evaluated.
- A "non-developmental exchange" is an agreement with another referee society whereby referees from each society will be hosted, but no evaluation is anticipated or required.
- A "guest referee" is someone expressly invited by a referee society to referee a match or assist in refereeing a tournament.
- A "visiting referee" is someone who arrives without an express invitation from the local referee society seeking a match to referee.
- A Developmental Exchange consists of:
- Advance approval from the referee society’s board, or its designee. For the PSRFR, the designee is the Referee Development Committee whose initial recommendation is approved by the President with the advice of the Executive Committee.
- A match assignment of an appropriate level
- A written evaluation by the hosting society at an appropriate level
- Airport pickup and delivery
- Local transportation to and from matches
- Billeting for out-of-state exchanges
- Travel expenses for a Developmental Exchange are provided by the sending society.
The PSRFR will make every effort to send at least 3 of its referees on a Developmental Exchange each rugby season. In assigning Developmental Exchanges, the principal criteria will be potential for further development and improvement as a referee.
The PSRFR will also insure that its Development Exchanges are reciprocal with the receiving society. In other words, our goal is to provide a reciprocal Developmental Exchange within one year of the initial exchange to the other society or to obtain a reciprocal Developmental Exchange within one year of the initial exchange from the other society, as the case may be.
- Non-Developmental Exchange consists of:
- Advance approval from the referee society’s board, or its designee. For the PSRFR, the designee is the Executive Committee whose initial recommendation is approved by the President.
- A match assignment of an appropriate level
- Airport pickup and delivery
- Local transportation to and from matches
- Billeting for out-of-state exchanges
- Travel expenses for a Non-Developmental Exchange are provided by the sending society.
The PSRFR will make every effort to send at least 3 of its referees on a Non-Developmental Exchange each rugby season. In assigning Non-Developmental Exchanges, the principal criteria will be success as a referee and prior service to the Society. The Committee will also consider potential for further development and improvement as a referee, but that factor is not paramount.
Every effort will also be made to provide Non-Developmental Exchanges on a reciprocal basis, though in the case of such exchanges reciprocity is not mandatory.
- A Guest Referee is someone from another referee society expressly invited to referee a match.
The invitation by the PSRFR will be extended only by the President or his designee, when necessary to provide enough referees of a suitable level for the society’s matches.
Any PSRFR invitation will expressly state whether any expenses will be covered or whether any billeting will be provided. Ordinarily, no evaluation will be provided. The PSRFR may invite a guest referee to reciprocate for another society’s invitation to a PSRFR member.
- A Visiting Referee appears without an express invitation.
This category includes arrangements made by the referee on his own and arrangements made by the participating clubs themselves (e.g., a club that is sponsoring a tournament) without co-ordination with the PSRFR. Ordinarily, there is no obligation for the host society to cover any expenses or to provide any billeting. There is no expectation that the other society will reciprocate. The PSRFR will only assign a visiting referee a match that would otherwise be uncovered, unless a society referee is willing to give up a match. PSRFR referees are encouraged, but not required, to notify the President or the Executive Committee of his/her plans to visit another society.
Presidential Exchange Duties
In furtherance of this Policy, the President or his designee is responsible for:
- Maintaining a roster of Developmental Exchanges, Non-Developmental Exchanges, Guest Referees, and Visiting Referees
- Encouraging the societies participating in Developmental Exchanges to reciprocate on a regular basis
- Confirming all exchange arrangements with other society in writing
- Coordinating hosting arrangements for incoming referees on Developmental or Non-Developmental Exchanges and, if applicable, Guest Referees
- Providing an annual report of exchange activity and expenditures
- Coordinate with the Allocations Secretary the best dates for exchanges
