General: evaluations of shortened games, typically in tournaments, are for referee developmental purposes and are not considered as formal evaluations.
- From D to C3 - one observation or evaluation, during the first season of refereeing, from a PSRFR evaluator or referee of C1 level or higher, which reflects competence to perform at C3 level.
- From C3 to C2 - minimum of one season's experience (about 8 to 12 matches); one formal evaluation of an 80 minute game by a certified evaluator; with confirmation by a minimum of two informal evaluations or observations by PSRFR evaluators or B-panel referees.
- From C2 to C1 - minimum of 12 matches as C2 referee; minimum of two spaced, formal evaluations within a 12 month period of C1 level 80 minute matches by certified evaluators, one of whom should be from outside the local union; and confirmation of consistency at this level by the Referee Development Committee.
